Under article 22 of Law 5275/2026 (which added article 72A to the Migration Code), a new category of entry visa was established, with a validity period of twelve (12) months, for third-country nationals who are assigned to Greece as specialized technical personnel of a company established in a third country, under a contract with a domestic company, for the construction and commissioning of production facilities in the fields of technology, pharmaceuticals and industry.
The introduction of this specific entry visa is expected to significantly facilitate the admission of specialized workforce required for the rapid completion of industrial and other infrastructure projects, thereby enhancing productivity and economic growth. Following the completion of the construction phase and the commencement of operations of such facilities and investments, these workers may subsequently be employed by greek companies.
Key Requirements
The procedure applies to the support of an investment project with a value exceeding €10 million.
An agreement must exist between the employer company established in the third country and the company established in Greece.
The employees must already be employed by the company in the third country (regardless of the duration of their employment with that company).
The contract between the foreign company and the greek company must regulate, among other matters, the responsibility for accommodation expenses, comprehensive medical and healthcare coverage for the third-country national employees, expenses arising from occupational accidents occurring in Greece during their employment with the Greek company and repatriation expenses to the third country.
Specific supporting documents required for the issuance of an entry visa
A certificate issued by the company established in the third country, containing its full identification and contact details, as well as the position and duties of the third-country national employee. The certificate must be accompanied by evidence demonstrating the legality of the employee’s employment with the company.
Documentation proving that the investment exceeds €10,000,000.
A certified copy of the construction or operational agreement concluded between the company established in the third country and the Greek company. The agreement must specify its scope and purpose, the timeframe for completion of construction and commencement of operations of the production facility, the number and specialties of the personnel to be employed and the undertaking of accommodation costs, comprehensive healthcare expenses, expenses arising from occupational accidents in Greece during employment with the greek company and repatriation expenses.
Third-country national employees enter Greece with the national entry visa and are entitled to start employment immediately as posted workers on the basis of that visa.
Prior to the expiration of the national visa, they can make use of the provisions of article 12 of Law 5038/2023 and apply for a residence permit for highly skilled employment or a residence permit for employment following a labor invitation procedure. Such employment may initially be with the greek company where they worked as posted employees or with another employer, provided that the consent of the greek company is granted.
